ERP: A Technical or a Strategic Topic?

The vast majority of corporations currently run an ERP project, only when SAP–the market leader–has announced end of life for the previous version, forcing everyone to move to the new one, S/4. A company launching a €500M industrial investment would not think of entrusting their B-team with the project. Why would they do this for an ERP project?
